4 Moves The Raptors Need To Make This Offseason

With the Raptors eliminated early by the Boston Celtics, the Raptors need to make moves in order to remain a contending team in the East. With that being said, these are 5 moves that the Raptors need to make in the offseason.
Re-sign Fred VanVleet
This year, Fred demonstrated that he can be a top 15 point guard in the NBA. The Raptors need to resign the 26 year old, and use him as a building block, if the Raps do decide to rebuild over the next few seasons.
Move On From Kyle Lowry
Kyle is the Raps GOAT, and he was a top 10 point guard this season, but is 34 years old. The Raps need to trade him soon, if they want to get solid value out of the 34 year old. If they do decide him, they will likely sign him for 1 or 2 more years, but it is likely that his value will decrease if they do that. Mike Conely was in the same situation 2 years ago, with Memphis, then his trade value went significantly down.
Draft A forward With The 29th Pick In The Draft Ever since Kawhi Leonard went to the Clippers, the Raptors small forward positions have been the weak link of the team. Yes, OG Annunoby is solid, but if the Raptors want to succeed in the future, they will need someone better than OG.
Look To Sign A Free Agent Center
Andre Drummond, Montrezl Harrell, Hassan Whiteside, and Tristian Thompson are all free agents heading into the offseason, and I think the Raptors need to go for one of them. I believe that the best fit for the future of this club, would either be Whiteside, or Drummond, but the other 2 are solid options as well.

SG: Kentavious Caldwell-Pope (FA)
SF: OG Annunoby PF: Pascal Siakam
C: Hassan Whiteside (FA)
6th Man: Serge Ibaka
